The Ministry of Health and Family Welfare, with its notification, has published the cosmetic rules, 2020 on 15 th December 2020 which grants license and registration for importing cosmetic products into India. Several new definitions are introduced in this New Cosmetic Rules, 2020 like Actual Manufacturer, Legal Manufacturer, and New Cosmetic. As per New Cosmetic Rules, 2020, “Actual manufacturer” regarding the import of cosmetics means a person who manufactures cosmetics at his manufacturing site in a country other than India approved by the National Regulatory Authority or any authority.

The validity of the import registration certificate is 5 years. The validity of Form COS-4A is 3 years. There are a total of 80 categories mentioned in the Fourth Schedule

Fees for import of cosmetics in India
- Fee for the grant or retention of registration certificate for each category of cosmetic is $1000
- Fee for each variant of cosmetic for the grant or retention of Registration Certificate is $50
- Fee for each manufacturing site for the grant or retention of Registration Certificate is $500
- Fee for grant of permission for new cosmetics is $500
- Fee for Renewal of Registration Certificate is same as fresh registration 2% retention fee for every month to be paid within 180 days
Fees for manufacturing of cosmetics in India
- Fee for grant of license in Form COS- 8 for manufacture of cosmetics for sale or for distribution up to ten items of each category of cosmetics INR 10000
- Fee for grant of license in Form COS- 8 for manufacture of cosmetics for sale or for distribution of each additional items of the category of cosmetic INR 500
- Fee for grant of loan license in Form COS- 9 for manufacture of cosmetics for sale or for distribution up to ten items of each category of cosmetics INR 10000
